Water and Wastewater Rate Analysis

As part of an overall comprehensive financial audit of every District department and program, staff initiated an analysis of utility rates in early 2015.   Due to the complexity of utility rate making, the Board of Directors approved the hiring of NBS, a firm with ratemaking expertise, to assist staff in analyzing water and wastewater utility rates.

The District’s water and sewer utilities rely on rates paid by customers to fund the costs of providing safe and reliable water and sewer services including operations, maintenance, and infrastructure improvements.

Currently, both the water and wastewater rates paid by customers do not cover the cost of providing those services.  Both utilities are heavily subsidized by the MHCSD general fund at the expense of services to the community. The general fund provides funding for community services such as public safety, parks and recreation and road maintenance.

The San Joaquin County Board of Supervisors adopted the initial utility rates in 2002.  The rates were decreased each year for fiscal years 2002/03 through 2009/10.  For fiscal years 2010/11 through 2014/15, rates were adjusted annually based on the Consumer Price Index.  Rates had not changed since fiscal year 2014/15.

The rates in effect for fiscal year 2016/17 were slightly less than the initial rates charged in 2002.

At their meeting on April 12, 2017, the Board of Directors accepted the recommendations of the water and wastewater rate study.  The proposed rates will, over the next five years, provide adequate revenue to support water and wastewater operations, fund capital improvements, and maintain appropriate reserves.   The proposed rates will also phase out the general fund subsidy for these utility operations.  The Board authorized staff to issue a Proposition 218 notices to ratepayers.  Use the links  below to review the notice and other documents.

The Board conducted a public hearing  on June 14, 2017 and adopted the new water and wastewater rates.
